ABSTRACT Balungkulon Village Office is an institution engaged in government agencies as a form of service to the community, especially on population data processing. Jeruk Village Office addressed in the Balung District of Jember. The processing of the data resident in the village of Balungkulon began to fill in the document that is loaded with population data which is then filled with the data stored in the book of records and handed over to the residents. Population data processing is still done manually so that the process is carried out is still less effective, requiring considerable time and for filling the data is often done repeatedly in case of errors in data entry as well as the difficulty to find data when the data is needed. Design process has several stages, the first stage of the plan, the second phase of design analysis, for the third phase of construction, the research method applied is the Prototype. Regarding the proposal of this system can be a data base design, interface design and print reports every report required. Regarding this issue aims to provide an alternative solution to design information systems data processing has been computerized population who will be able to provide significant advantages in Balungkulon Village Office in particular data processing so that the data generated population more leverage than the existing systems.
