In 2017 the Cempaka hamlet, Pakis village, Panti district, Jember district, has a population of 121 people. One of the problems faced by residents is the inadequate availability of electricity, there are still many people who have not enjoyed electricity in their homes. The energy potential contained in the river flow is kinetic energy which can be used to rotate the turbine to drive the Picohydro Power Plant. Darrieus vertical water turbine can be the initial drive for Picohydro Power Plants in irrigation river flow. Water-generated power potential that can be used as an energy source for the Picohydro Power Plant in the Cempaka hamlet, Pakis village, Panti district, Jember regency is 1,501 kW. The average voltage that can be generated by the Pikohidro Power Plant in Cempaka hamlet, Pakis village, Panti district, Jember district is equal to 138.8 Volts.
